He did, however, offer her some defense at times, having tried to convince Gothel to not punish Penelope for all the time she'd been spending with Rapunzel (claiming that Penelope was still young and would learn). Hugo was very strict and wanted Penelope to be "a mighty dragon", while constantly berating her for not being able to be so (and even went as far as to accuse her of turning her back on the dragon code of honor for objecting to being "mean and scary"). Hugo and his daughter moved with Rapunzel and Stefan to their own palace and kept the palace warm in the winter. He, however, told her it was impossible, because Gothel was actually the one with a lying heart. When Gothel was defeated and her magic (including Hugo's magic chain) was undone, Gothel told him to get her out of the manor. Escaping the tower, Rapunzel thanked Hugo who called Penelope a mighty dragon and encouraged her to face her fears of flying. Realizing that Penelope was more of a mighty dragon than he thought she was (in her friendship with Rapunzel), Hugo realised that Gothel's spell shouldn't work on Rapunzel because she hadn't been lying. When Penelope attempted to inform Hugo of the truth, he berated Penelope for what Rapunzel had apparently done to him until she assertively told him that Rapunzel had saved his life. When Gothel discovered the truth, she punished Rapunzel by imprisoning her in the tower for eternity (to never release it's prisoner "with a lying heart") and chained Hugo for Penelope's friendship with Rapunzel. Fearing that Hugo would get the blame and be punished severely, Penelope convinced Rapunzel to return. Unbeknownst to both Gothel and Hugo, Rapunzel had a magic paintbrush that allowed her to escape the tower.
When Gothel found that Rapunzel had met someone, she imprisoned Rapunzel in the tower to try and get her to tell Gothel his name while having Hugo guard over her. Unfortunately, Penelope was unable to be so because (despite her best efforts) she was afraid of flying and was unable to breathe fire properly. Hugo wanted Penelope to be a real dragon who is fearless and terrifying. Hugo is the father of Penelope and also served under Gothel for many years, following all of her orders without question.
